Export the rows behind a chart

Runs a ChartSpec (the definition behind every Explore chart, dashboard widget and report section) and returns its rows. spec is the base64url-encoded spec — copy it from a chart's menu in the app (Get API request). from/to pin the chart to an absolute site-local window instead of its rolling range.
